"Planning" Vs. "Exercising"

    In a statement issued to the Arabic satellite channel Al Jazeera, based in Qatar, bin Laden said, "The U.S. government has consistently blamed me for being behind every occasion its enemies attack it.
    "I would like to assure the world that I did not plan the recent attacks, which seems to have been planned by people for personal reasons," bin Laden's statement said.
    "I have been living in the Islamic emirate of Afghanistan and following its leaders' rules. The current leader does not allow me to exercise such operations," bin Laden said.
    
Points to consider:

1.    "I would like to assure you that..." is not the same as "I assure you that..."  The subject is only saying what he would like to do but he is not saying what he actually does.

2.    The subject said:

    "I did not plan the recent attacks..."

    Please notice the following:

    a.    The denial only deals with planning.

        Question: Is it possible that another person/organization planned the recent attack?

    b.    The denial of planning applies only to the "recent attacks".  That does not rule out planning earlier attacks.

3.    The subject said:

    "The current leader does not allow me to exercise such operations."

    When talking about "exercising such operations" the subject didn't say, "I didn't exercise".  

    If the subject didn't deny, we cannot deny it for him.

Conclusion: It is quite likely that Bin Laden "exercised" the recent attack.  However, he didn't "plan" it.
