Clinton, Netanyahu, Arafat, and the Prepositions

In his televised interview after meeting with Prime Minister Benjamin Netanyahu, President Clinton said: "We worked on Mr. Netanyahu yesterday exhaustively to try to narrow the differences but we made some headway and we're going to work with Mr. Arafat tomorrow and then we're going to see if there's some way we can put them together."

Is it a simple change of prepositions - working "on" Netanyahu and working "with" Arafat? Or, does it reflect different proposals Clinton offered the two?
